This paper analyses the EU-Ukraine Association Agreement (AA). This new legal framework, which aims to create a unique form of political association and economic integration, is characterized by three peculiarities: completeness, complexity and conditionality. After a brief context in the relationship between the EU and Ukraine, the following aspects are discussed: the legal basis and objectives, the institutional framework and mechanisms for improving conditionality and the reconciliation of legislation. Constitutional challenges for the effective implementation of the EU-Ukraine AA will also be examined. On the basis of a comparison with other external EU agreements, it appears that the AA is an innovative legal instrument that provides for a new type of un affiliation-free integration . . . .
